Starsport understands Belotti was Antonio Conte's preferred target ahead of Lukaku, who was wanted by technical director Michael Emenalo.
The 23-year-old rose to prominence last term after bagging 28 goals in 38 appearances.
Torino chief Urbano Cairo is hopeful Belotti will remain at the club.
"I chose the clause to be €100m (£88m) abroad remember because it is very high and for the moment no-one has come in for him," Cairo said.
"I'm glad he's with us and hope he stays."
Torino sparked speculation over Belotti's future by leaving him out of their kit launch yesterday.
