Chelsea is also monitoring the situation, Maurizio Sarri wants a playmaker in his midfield.
Okdiario's chief pundit Eduardo Inda has revealed Isco's struggles have alerted City and Chelsea as they seek to tempt him to England.
"They consider that Isco is not involved in the group, that he is doing his own thing that he is having problems with being overweight... so he is thinking of going to the Premier League," revealed Inda.
"He has an offer from Chelsea and another from the City of Pep Guardiola. I think that in a style of play like City he could do very well.
"Cristiano (Ronaldo) did not like to play with him because he said he kept the ball a lot."
